CLAVE 2026 is Pratham International’s first regional convening for Latin America and the Caribbean, bringing together government representatives, civil society organisations, researchers, development partners and education practitioners working to strengthen foundational literacy and numeracy (FLN).
Phases
The convening comprises three complementary components: a field visit, a regional conference and a technical workshop. Participants may attend one or more components depending on their role and invitation.

Classroom visits and direct observation of TaRL implementation in Colombia.

Regional policy dialogue, evidence sharing and high-level discussions.

Innovative financing models for Foundational Literacy and Numeracy
This session sets the stage for the 3-day workshop. Facilitators will welcome participants, outline the overall objectives, introduce the 3-day roadmap, and establish group norms. An interactive icebreaker will help participants connect across teams and share their core motivations and current expectations regarding FLN programming including Teaching at the Right Level Programs.
Participants will dive into the fundamental non-negotiables of effective Foundational Literacy and Numeracy (FLN) implementation. The session explores real-world classroom challenges and unpacks key themes:
Core Non-Negotiables vs. Contextual Barriers: Identifying essential implementation principles versus local obstacles in actual primary classrooms.
Curriculum vs. Basics: Addressing the tension between covering vast grade-level curricula versus mastering foundational skills.
Key Actors & Stakeholders: Analyzing who drives success in FLN programs (teachers, mentors, community leaders, system administrators).
Session Planning Flexibility: Should FLN follow a structured lesson plan for consistency, or should teachers adapt plans based on learners’ needs and classroom contexts?
Assessment for Learning: Clarifying the What, How, When, and Why of continuous classroom assessment.
Teacher as Facilitator: Unpacking the mindset shift from passive, traditional lecturing to active, child-centered facilitation.

Effective FLN delivery requires active, dynamic classroom management. This practical session focuses on concrete tactics for maintaining engaging and well-managed learning environments. This can include managing class disruptions & noise, organizing level-based small groups, and adapting activities for children with varied learning speeds or special learning needs. During this session, facilitators and participants will demonstrate and practice real classroom management tools and transition techniques through live simulations.

A studio-style workshop where participants actively co-create reading materials designed to foster foundational language skills:
Inclusive Story Creation: Brainstorming and writing simple, context-appropriate, non-stereotypical stories for early grade readers. Resource Repository Building: Populating a shared repository with adaptable learning aids, flashcards, decodable texts, and low-cost teaching-learning materials (TLMs).

Day 2: Supporting foundational learning programs

Foundational learning requires access to effective Teaching-Learning Materials (TLM) that support teachers and learners. This session explores the non-negotiable materials required for FLN implementation, the scope for flexibility, and how existing resources available at school and system levels can be effectively leveraged. The discussion will focus on identifying alternatives and innovative solutions when materials are unavailable or budgets are limited, while ensuring that teachers and learners have the essential resources needed for effective FLN teaching and learning.

This session explores how teachers, school leaders, mentors, and system stakeholders can use data for informed decision-making — from adapting lesson plans and supporting learners to strengthening teacher support, reviewing programme progress, and guiding future strategies

Effective mentoring is critical for improving teacher practice and sustaining FLN implementation. This session explores how to build strong mentoring systems by understanding current gaps, strengthening mentoring approaches, and creating supportive feedback mechanisms. The discussion will focus on how mentoring can be made effective within existing systems and limited resources, including the use of technology, remote mentoring approaches, and leveraging existing support structures to provide continuous guidance to teachers.
Day 3: Thinking about scale and sustainability
Exploring strategic pathways for embedding evidence-based FLN models (e.g., Teaching at the Right Level) directly into national and sub-national public education systems:
Government Ownership: Strategies for leveraging existing institutional machinery, government training structures, and public funding streams.
Adapting Across Contexts: Lessons learned from regional and global scale-up efforts across diverse administrative landscapes.
Cost-Effectiveness at Scale: Achieving high learning impact while optimizing per-pupil costs to ensure financial sustainability.
Core Team Protocols: Defining working groups across administrative levels to lead monitoring, training, and policy integration.

This session provides participants an opportunity to explore different PI's educational programme models through interactive learning booths. Each booth will showcase the complete journey of a programme — from needs assessment and programme design to material development, teacher training, classroom implementation, mentoring support, and review processes. Participants will engage with— Early Grades (Grades 1 & 2), TaRL, and Upper Primary Learning Corners — to understand how programme design and implementation strategies vary based on learner needs, context, and learning goals.
